Ultra means “extremely,” but it’s not something people on the East Coast at least generally say. “Extra” means “extremely” too, but it has the connotation of “more than something else.” So if something is “extra soft,” it’s implied I’m comparing it to other things that are less soft, whereas there is less of that implication if I say something is “ultra soft”
