This year, the Austrian capital, home to 1.76 million people, beat out Melbourne, which had held the top slot for the past seven years. Canadian, Australian and Japanese cities scored the other top spots, with Melbourne, Osaka, Calgary, Sydney, Vancouver, Toronto, Tokyo, Copenhagen and Adelaide rounding out the top 10. Many U.S. cities, in contrast, saw their rankings fall this year, including Atlanta and Chicago, thanks in part to security issues, according to the Economist.

Located on the Danube river, Vienna boasts a rich artistic and architectural legacy. It is home to landmark buildings such as the Schoenbrunn Palace and the colorful social housing project designed by famous artist Friedensreich Hundertwasser. The city was also the birthplace of the Art Nouveau movement, spearheaded by artists such as Gustav Klimt.

Aside from these historic attractions that draw tourists to the city, locals say Vienna has much to offer residents.

In a finding that may baffle many Indians, Mumbai has emerged as the world’s cheapest city to live in, followed closely by New Delhi at the third place. According to the Economist Intelligence Unit (EIU) 2014 “Worldwide Cost of Living” survey, Singapore is on the other end the world’s most expensive city. “But Asian cities also continue to make up many of the world’s cheapest, especially in the Indian subcontinent,” said Jon Copestake, the editor of the EIU report. The reason for the Indian cities scoring high on the lower end is due to inequality between the richest and poorest in India’s major cities, which keeps wages and prices low, while spending is also stifled by government subsidies. The “Worldwide Cost of Living” is a twice-yearly EIU survey that compares more than 400 individual prices across 160 products and services. These include food, drink, clothing, household supplies and personal care items, home rents, transport, utility bills, private schools, domestic help and recreational costs. Other cities making up the top five most expensive cities are Paris, Oslo, Zurich and Sydney, with Tokyo falling to the sixth place.

 Which is the best city in the world to live and work in ? Every year the Economist Intelligence Unit asks this question. It uses factors such as climate, transport, education, safety and entertainment activities for around 127 world cities. They give score for each, and then rank the factors in order - from the "best" to the "worst".

This year all of the top ten cities came from Canada, Australia, and Western Europe. Vancouver, Canada had the highest score. That means it is the most "liveable" city. Two other Canadian cities, Toronto (9th place) and Calgary (10th), are also in the top ten. In second place was Melbourne, Australia and the third was Vienna, Austria.

On the other hand, a child who lives in a boring surrounding will develop his intelligence less than the one who lives in rich and varied surrounding. Thus the limits of a person's intelligence are fixed at birth but whether or not he reaches those limits will depend on his environment. This view, now held by most experts, can be supported in a number of ways. It's easy to show that intelligence is something we are born with if we take two unrelated people at random from the population. It's likely that their degrees of intelligence will be completely different. If, on the other hand, we take children - identical twins, they will very likely be as intelligent as other. This clearly suggests that intelligence depends on birth.
